Judy Harp

This appears to refer to a small plucked lamellophone instrument (in the family often called the jaw harp/mouth harp), held against the teeth or lips while a thin metal or bamboo tongue is plucked with a finger to produce a twanging note whose pitch is shaped by the player's mouth cavity. Versions of this instrument exist across many cultures (Europe, Asia, Siberia), and it's played as a folk or novelty instrument, often accompanying folk dance tunes or used for its distinctive buzzing drone.
