Oracle Forms is a legacy rapid-application-development tool for building data-entry and transaction-processing applications against an Oracle Database, using a declarative, forms-based design approach with PL/SQL for business logic. It was widely used from the 1990s through the 2000s to build enterprise client-server and web applications, particularly within Oracle E-Business Suite customizations. Many organizations still maintain older Oracle Forms applications while gradually migrating to more modern web-based frameworks like Oracle APEX or ADF.
