Riggers create bones, joints, and control handles, and set up weight painting/skinning so the mesh deforms correctly during movement. It's a specialized, technically demanding role in animation and game production, often bridging modeling and animation departments, using tools like Maya, Blender, or proprietary studio rigging systems.
