TriWest Healthcare Alliance is a Phoenix-based company, owned by a consortium of regional Blue Cross Blue Shield plans and university hospital systems, that administers government health benefit programs. It manages the TRICARE West Region contract for the Department of Defense and the VA's community care network (VAPCCC) for military families and veterans across much of the western United States.
