- Knowledge of planning, programming, and budgeting regulations and processes
- Expert knowledge of cost and economics analysis principles and practices
- Ability to analyze, plan, and organize functions of large organizations
- Mastery of oral and written communication for high-level sensitive liaison
- TOP SECRET security clearance eligibility with access to Sensitive Compartmented Information
- Pass drug testing and maintain drug-free status
