- Within past 5 years, led program or served as senior technical authority for mission-critical, high-availability enterprise system in cloud environment
- System must include Java-based application, relational database, and data replication/synchronization/messaging mechanisms
- Direct ownership of system sustainment, data integration, or synchronization with partner organization
- Leadership of technical and/or vendor teams supporting the system
- Minimum 1 year specialized experience equivalent to GS-13 level managing sustainment and modernization of mission-critical enterprise IT system
- Program and project management of complex custom enterprise applications with critical interfaces
- Technical direction over enterprise application stack in cloud (Java, relational database, replication/synchronization, ETL/ELT)
- Incident management and root-cause analysis for production systems
- Planning and execution of system modernization and new development
- Oversight of program budget, acquisition planning, and vendor management
- Supervision or leadership of technical staff and/or vendor teams across multiple locations
- IT-related experience demonstrating competencies in attention to detail, customer service, oral communication, and problem solving
